The PASS National Secretary Treasurer and Chief Financial Officer, is responsible for keeping and maintaining all records, books, papers and contracts of PASS, including the record of proceeding of each Convention and minutes of each PASS Executive Board meeting. During the temporary absence of the National President of no more than ninety days due to the incapacitation or at the request of the National President, the National Secretary/Treasurer shall assume the duties of the National President. The PASS National Secretary Treasurer is entrusted with properly accounting for all funds and expenditures of the union by maintaining and recording all financial transactions.

Delivering as a Fiduciary

My record of accomplishments as NST displays prudent and sound management of PASS’s finances. Here are some of the accomplishments we have made financially:

Office space in Washington, D.C. can be pricy. PASS has modest space which we rent that is adequate for business and can house a dozen employees and when necessary, host meetings. This year I took the initiative and action to renegotiate our office lease, which was set to expire in October of 2026, to a significantly lower rate which will save us hundreds of thousands of dues payers hard earned dollars over that period of time. Under my leadership we have revamped Travel and Expense Reimbursement Policy which included a shift to flat rate per diem making it easier to file reimbursement claims.

Investment Management

Recently we locked in a portion of the union’s savings with long term CD rates at an average of over 5 percent interest, annually. This will earn significant interest while still making the assets available to us when and if they are needed. Additionally, I negotiated hotel contracts for National Rep training with discounted room rates attended by over 500 newly trained reps and enrolled PASS in a corporate hotel frequent user account thereby adding free hotel stays when needed and saving the union more money. We recently utilized some of these benefits by housing the AVS contract team at one the corporate union hotels at no cost, saving thousands of dollars.

Initiative

I am leading the effort to revamp our database with regard to specific financial modules and looking to integrate the new database with our Concur Solutions application that will permit us to update Chapter budgets as soon as the expense is paid. This will require little human intervention and give Chapters more timely information regarding their available expenditures.

I assured that our investment in the PASS Media Studio was frugal and would provide timely video updates from President Spero.

President Spero has entrusted me with several high-level labor relations and legislative activities during our terms together that have had enormous impact on our influence in the Aviation Community and in dealing with FAA.
